You visit me to conduct a transaction
It's an exchange that's a needed distraction
When you arrive, you'll look for an open spot
There may be waiting involved, like it or not
A fluid situation is fixed through me
Whether it's one routine or of urgency
Our next meeting, based on your mobility
A matter of inevitability
What am I?

Answer
a gas stationlines 1-2: You visit a gas station to "conduct a transaction" which is to purchase fuel for your vehicle. Sometimes it may not be a convenient time to buy gas, but you must make time for it, which may delay your other activities. It's an "exchange", a business transaction where money (i.e. cash, credit, etc.) is exchanged for the fuel.
lines 3-4: When you enter a gas station, you must find an available pump or "open spot". Sometimes you may not be able to find one immediately, as all of them are being used by other customers.
lines 5-6: The "fluid situation" is the need to buy the gas, which may be a "top up" situation, or one where you are nearing an empty tank.
lines 7-8: Assuming that you drive a gasoline-powered vehicle, eventually you will need to return to a gas station to buy fuel again.
